May 14, 2025Bonneville Power Administration (BPA) proposes to construct the Vancouver Control Center (VCC) project at the J.D. Ross Substation and Regional Operations and Maintenance Facility (Ross Complex), located in Vancouver, WA. The new VCC building would functionally replace the existing Dittmer Control Center and other business function office spaces, increasing BPA’s ability to modernize its control center systems, and consolidate BPA workgroups in a more efficient, purpose-built space. Additionally, BPA also proposes to construct a new Ross Central Stormwater Facility (RCSF) conveyance system and detention pond, and construct a new paved parking lot (Parking Lot F) to support staff working at the Technical Services Building (TSB).
