Southwestern Power Administration (Southwestern) proposes to upgrade the 161-kilovolt  facilities of the Sallisaw Substation ("Site") that concerns the 161-kilovolt ring-bus, the associated protection and communication systems, and the interchange metering between Southwestern and the Grand River Dam Authority. Installed upgrades include a four-breaker, 161-kilovolt ring bus, associated panels, 161-kilovolt capacitance-coupled voltage transformers, line arresters, a second 161-kilovolt interchange metering point, an upgraded control system, and expansion of the Sallisaw Substation fence as necessary.
