Energy Efficiency and Conservation Block Grant. 1) Create financial incentive program to provide grants to non-profits, private sector and residents for energy saving retrofits and energy alternatives, 2) install retrofits at city facilities including lighting replacement/upgrade, controls and programmable thermostats, weather-stripping/caulking, heating, ventilation and air conditioning (HVAC) systems and duct work, and 3) promote ride sharing program.
