Energy Efficiency and Conservation Block Grant Program. 1) Develop energy efficiency and conservation strategy, conduct audits, and perform benchmarking/pilot use of environmental and energy management software for municipalities; 2) install/upgrade lighting to light-emitting diode with occupancy sensors in city?s parking garages; and 3) lighting upgrades at city facilities.
