Energy Efficiency and Conservation Block Grant Program. 1) Acquire technical services for Electrical Engineering and Computer Services (EECS) development to assist with the formulation of the EECS for Adams County and conduct an American Society of Heating, Refrigerating, and Air Conditioning Engineers Level 1 Energy Audit of a select group of facilities and operations, 2) acquire technical services for the Capital Asset Energy Efficiency Project to conduct investment-grade technical energy audits of all Adams County government facilities and operations (EXCLUDES IMPLEMENTATION), and 3) implement a ?Materials Conservation and Sustainable Operations? project including a county government-wide recycling program, improvements to the carpool and public transportation program, and a sustainability operations education program for county employees.
