Energy Efficiency and Conservation Block Grant Program. The Band would perform energy efficiency retrofits by including upgrading windows and doors at the Health Building (former RTC Building), White Earth village. Built in 1974, the building has had little improvement to windows and doors. Considerable savings on energy costs.
