Energy Efficiency and Conservation Block Grant Program. The Lower Brule Sioux Tribe of South Dakota proposes to 1) retain technical consultant services to assist in development of an energy and conservation strategy, 2) conduct energy audits on tribal residential and commercial buildings, and 3) conduct energy retrofits (lighting and heating, cooling, and ventilation) on the Tribal Administration Building and Veterans Memorial Community Center.
