Energy Efficiency and Conservation Block Grant program. The purpose of this project is to retrofit 3 government buildings to increase energy efficiency. The first building is located within the Fort Harrison Historic District, listed on the national registry that is leased to the 38th Division National Guard Band. The building was built in the 1930's and the front section, which was added at a later date is starting to pull away from the building. Due to the historical preservation of the building, we will be working with Department of Natural Resources Historic Preservation and Archaeology Department for a certificate of approval. The retrofit will include replacing the existing boiler system with a high efficiency gas powered system. One exterior window will be replaced with energy efficient windows that have been designated as meeting certain energy performance criteria as defined by the Department of Energy and the Environmental Protection Agency. The retrofit will also include eliminating air leaks from doors and windows. This will include replacing 3 exterior steel doors. These few changes should drastically reduce the greenhouse gas emissions. The second building will be the Lawrence Government Center, 9001 East 59th Street, Lawrence, Indianapolis, built in 1999. This building is in a remodel process to move the police and fire headquarters to occupy the vacancy we have in the building. The retrofit will be adding insulation and replacing windows as well as eliminating air leaks from doors and windows. Room occupancy sensors will be put into the bathrooms, secondary hallways and offices that aren't occupied to reduce energy saving as well as cost savings, if funds are still available. A portion of the funds may be used toward the replacement of our current heating, ventilation, and air conditioning (HVAC) system, which is not a sufficient size for the size of this building. If additional funds are available we will also replace our current lights with compact fluorescent light bulbs, to conserve energy and cost savings. The third building is a recent addition to the City of Lawrence from the City of Indianapolis. This building was built in 1966 and is formerly known as the Marion County Sheriff's Maintenance Building. The address of this building is 4400 North Shadeland Avenue. The grant funds will be used to replace a few broken windows with energy efficient windows as well as adding insulation to increase energy efficiency. The building has a large mechanical garage with large garage bay doors that need to be replaced to eliminate leaks. The existing garage doors will be recycled or reused at other City of Lawrence public buildings. Funds will also be used to replace two of the furnace/air conditioning units, a garage heater as well as programmable thermostats to help conserve energy in the building.
