Energy Efficiency and Conservation Block Grant Program. 1) Develop the Green Energy Training Services (GETS) program which will provide classroom training to audit and retrofit residential homes, 2) technical consultant services to develop a strategy for installing solar photovoltaic systems on viable city facilities, 3) financial incentive program for residential solar installation rebates, 4) conduct audit and retrofit lighting systems in all city facilities in conjunction with the East Bay Energy Watch, and 5) hire a sustainability associate to coordinate the city?s recycling and composting programs and install a new curbside green cart and food scrap service for composting.
