Energy Efficiency and Conservation Block Grant Program. Under this project, the City of Chelsea will partner with a weatherization service provider and implement a program to expand energy efficiency measures in Chelsea so as to provide low and moderate income families with no-cost/low-cost energy efficiency measures. This initiative will have four elements: program planning and incentive development, community outreach and promotion, incentive distribution, monitoring and verification.
