The City of Norfolk, Virginia is proposing to use $1,860,000 in Energy Efficiency and Conservation Block Grant (EECBG) American Recovery and Reinvestment Act (ARRA) funding for energy efficiency upgrades and a cooling tower replacement at the Central Energy Plant. The new cooling tower will not expand the building footprint of the existing building and no construction or repairs of the building will be undertaken in this project.
