Energy Efficiency and Conservation Block Grant for: 1) Development of a residential energy efficiency retrofit program including development of workflow software, marketing, training, and purchase of equipment for measurement and verification of effectiveness of retrofits; 2) provision of services to commercial business (e.g., development of financial models) to support energy efficiency improvements and collaboration with GreenCom (e.g., tenant/landlord agreements) to create innovative mechanisms for funding energy efficiency improvements; 3) implement a GreenCom pilot program for installation of energy efficiency retrofits in commercial and multi-family units, and 4) provision of a loan loss reserve for solar photovoltaic installations
