Energy Efficiency and Conservation Block Grant fund. Snohomish County, Washington would use DOE funds for the following activities which are bounded by the signed Statement of Work and are therefore categorically excluded under National Environmental Policy Act: Activity 9: Residential and Small Commercial Energy Audit Program, Activity 10: loan and Grant Program for Energy Efficiency and Conservation, Activity 12: Energy and Sustainability Office (Energy Efficiency and Conservation Program).
