DOE is proposing to provide federal funding to the recipient to design, construct, commission, and operate a district energy combined heat and power (CHP) system to provide heat to State and city facilities. The City of Montpelier proposes to replace an existing boiler plant and construct and operate a new oil-fueled boiler plant, a new wood-fueled CHP system, and a new steam delivery system. The Categorical Exclusion A9 applies to the planning, preliminary design and project management activities (Tasks 2 and 3).
