Oak Ridge City Center LLC is proposing to install a ground source heat pump (GSHP) system to service the Oak Ridge City Center. However this project is in the process of conducting their feasibility study and has yet to select neither a GSHP system nor the exact project locations for installation. Therefore Department of Energy (DOE or Department) will issue a determination for Phase 1 "Feasibility Study and Conceptual Engineering Design' of the project. Phase 2; Task 6.0 "Demolition/Construction and Retrofitting" will require further National Environmental Policy Act (NEPA) review immediately following site selection and conceptual system design. Please note Tasks 4.0, 4.2, 5.0, and the design portion of Task 6.0 are allowable activities. DOE will require all information collected during Phase 1 and Phase 2; Tasks 4.0 - 6.0 (Conceptual Design) to be submitted to the Department for further NEPA review before project implementation can occur.
