Energy Efficiency and Conservation Block Grant Program. 1) Reimbursement for the cost of preparing the energy efficiency and conservation strategy; 2) Perform energy audits to benchmark the energy performance of municipal buildings and fund public education/outreach campaign; 3) Revolving loan program for energy efficiency retrofits and incremental costs for purchasing hybrid vehicles; 4) Establish a mortgage buy-down program for residential buildings; 5) Energy efficiency window retrofits at City Hall and the Police Station 6) Fund program to increase cycling and walking opportunities in the city.
