PF 2026-62 Issuance of Class Deviation Supplement to Revolutionary FAR Overhaul FAR Parts 16 and 52 to Implement Executive Order 14402

SUMMARY: This class deviation supplements the class deviation that implemented the Revolutionary FAR Overhaul (RFO) for FAR parts 16 and 52 to Implement Executive Order 14402 Promoting Efficiency, Accountability, and Performance in Federal Contracting and theFederal Acquisition Regulatory Council (FAR Council) Memorandum titled “Agency Implementation of Executive Order 14402, Promoting Efficiency, Accountability, and Performance in Federal Contracting”, dated June 25, 2026. The revised model deviation texts are part of the RFO initiated under Section 2 of Executive Order (E.O.) 14275, Restoring Common Sense to Federal Procurement.
The attached FAR Council memorandum provides revisions to the model deviation texts for several sections of FAR parts 16 and 52. In addition, for convenience, the model deviation text for part 16 (which includes the impacted sections of part 52), issued via class deviation, has been updated to include the revisions, and Policy Flash PF 2026-21, which transmitted the model deviation text for part 16 and applicable sections of part 52, has been updated with a note indicating that the model deviation text attached to the class deviation has been updated to implement Executive Order 14402, Promoting Efficiency, Accountability, and Performance in Federal Contracting, and FAR Council Memorandum dated June 25, 2026.
Contracting officers are to follow the implementation guidance provided in the attached FAR Council memorandum and the class deviation supplement, and the revised RFO model deviation text for part 16 and applicable sections of Part 52 in lieu of the RFO model deviation texts previously issued for part 16 and applicable sections of part 52 via class deviation.
