PF 2026-46 Class Deviation to DEAR Part 903 - Improper Business Practices and Personal Conflicts of Interest to implement changes to FAR Part 3 - Improper Business Practices and Personal Conflicts of Interest

SUMMARY:  This class deviation updates the Department of Energy Acquisition Regulation (DEAR) Part 903 - Improper Business Practices and Personal Conflicts of Interest to implement the changes to the Federal Acquisition Regulation (FAR) Part 3 - Improper Business Practices and Personal Conflicts of Interest by the Federal Acquisition Regulatory Council through the Revolutionary FAR Overhaul (RFO) initiative and make other revisions as to the DEAR to implement the deregulatory and plain language requirements of Executive Order 14275 and Office of Management and Budget Memorandum M-25-26.

The DOE class deviation, DEAR Part 903 Deviation Text – Line-In/Line-Out, DEAR Part 903 Deviation Text – Final, and the class deviation where DOE and NNSA adopted RFO FAR Part 3 (including the following attachments to that class deviation: FAR Part 3 Model Deviation Text, OMB Memorandum M-25-26, Overhauling the Federal Acquisition Regulation, FAR Council Memorandum titled Deviation Guidance to Support the Overhaul of the Federal Acquisition Regulation), are attached.
