PROJECT STATEMENT

Wabash Valley Resources will restart a coal gasification plant to produce ammonia fertilizer, investing in a coal community and supporting Corn Belt farmers.

PROJECT SUMMARY

In October 2025, LPO closed a nearly $1.6 billion loan to Wabash Valley Resources, LLC to help finance an ammonia fertilizer plant in West Terre Haute, Indiana. The loan from the Energy Dominance Financing Program will restart and repurpose a coal gasification plant idled since 2016 for the production of 500,000 metric tons of anhydrous ammonia per year. The gasifier will utilize coal from a nearby Southern Indiana mine and petcoke as feedstock. By investing in a coal community, the Wabash project will bring the gasification plant back online to produce ammonia fertilizer, a vital resource for farmers in the Corn Belt. This project will secure American fertilizer supply chains for American farmers and support President Trump's mission to unleash American energy dominance.

TECHNOLOGY INNOVATION

Wabash Valley Resources will be the first domestic producer located in the Corn Belt to produce low-carbon ammonia for local farmers and co-ops in the region.

ECONOMIC IMPACT

A host of economic benefits are expected from the Wabash project: The low-carbon ammonia resulting from this facility will be cost-competitive compared to existing ammonia imports, helping to drive down costs for local businesses and consumers. The project location in West Terre Haute significantly alleviates supply chain risk, helping to secure and create affordable fertilizer supply chains and strengthen national and food security in the U.S. Finally, the project may utilize up to 150,000 tons per year of Indiana coal, supporting good-paying mining jobs and boosting local tax revenues.

The project is projected to create hundreds of jobs for Americans—up to 500 construction positions during the development of the project, up to 125 operational positions, 35 contract maintenance and services positions, and up to 90 local transportation positions for project operations.
