Portrait of Quinntella Wilson

Quinntella Wilson serves as the Budget Officer and Human Capital Resource Manager for the U.S Department of Energy (DOE) Office of Indian Energy Policy and Programs. As an advocate for fiscal stewardship and accountability, Ms. Wilson is committed to fulfilling the programmatic requirements based upon the priorities of the Administration, the Congress, and the public. 

Ms. Wilson began her federal career in 2002 after serving 8 years as a U.S. Naval Officer, working in the private sector for 10 years, and 6 months as an adjunct professor teaching strategic planning and Microsoft Office Suite courses. 

In the more than two decades since, she has continued to challenge herself across various federal agencies as an Associate Chief Financial Officer, Budget Officer, and Management and Program Analyst performing budgeting, acquisition/contracting and managing budget formulation and execution, internal controls, travel, and strategic planning.  

She started out as a Budget Analyst with the Department of Agriculture Farm Service Agency working with credit reform and farm loan programs. And she continued to grow her budget analysis skills with the Department of Defense Dependents Schools system in Okinawa, Japan, where she conducted numerous school financial accountability reviews and audits.  

After returning from overseas, Ms. Wilson served as the Government Performance and Results Act financial analyst, which included coordinating with field sites and facilities to implement the President’s Management Agenda through activity-based costing. She went on to serve as Business Services Director, first for the Office of Energy Policy and Systems Analysis and then for the Office of Policy, before joining the Office of Indian Energy team in 2020.  

Ms. Wilson holds a Bachelor of Science in Business Management from Southern University and A&M College and a Master of Business Administration from the National University in California.
