The Federal Energy Regulatory Commission, as an independent, five-member body, regulates certain aspects of the oil, natural gas, and electricity industries, and licenses hydroelectric projects. As required by the Government Performance and Results Act of 1993, the Commission developed performance goals in four major areas to help guide
mission accomplishment: Energy Infrastructure, Competitive Markets, Market Oversight, and Resource Management. In support of its goals, the Commission established about 45 annual performance measures and a number of related targets.
The Department of Energy (Department) is engaged in work vital to our
nation's security and economic growth. Its missions address a wide
range of areas including science, energy resources, national nuclear
security, and environmental quality. To accomplish these missions, the
Department receives annual appropriations of about $21 billion,
employing about 15,000 Federal and 100,000 contractor personnel and
managing more than $110 billion of assets.e SRS"}
Lawrence Livermore National Laboratory (Livermore) performs
OBJECTIVES research and development activities in support of national defense
that require the highest levels of security. The University of
California (UC) manages and operates Livermore under contract
with the Department of Energy (DOE), which includes the
National Nuclear Security Administration (NNSA).
On May 13, 2003, Livermore officials issued a Press Release
stating that a set of master keys assigned to a Livermore Protective
Force Officer had been discovered missing on April 17, 2003.
Later, on May 30, 2003, a Livermore official announced to
employees that a master Tesa card, which is a plastic card- like key
with a magnetic strip, had been discovered missing on April 12,
2003.ÿ
