On an annual basis, the Office of Inspector General identifies what it considers to be the
no st signilicant management challenges Facing the Departllleiit of Energy. Now required
as part of the Reports Consolidation Act of 2000, this effort includes an assessment of the
agency's progress in addressing previously identified challenges and an evaluation of
emerging issues facing the Department. Our conclusions are based on the results of
current Office of Inspector General audits, inspections and investigations.

The Department of Energy's Use of the Strategic Petroleum Reserve in Response to Hurricanes Katrina and Rita
The Strategic Petroleum Reserve (Reserve) met its energy security mission during the response to Hurricanes Katrina and Rita.
Despite being in the path of the hurricanes' destruction, the
Reserve fulfilled immediate requests for emergency oil from
refineries suffering from storm-induced supply shortages. Within
four days of Hurricane Katrina's landfall, oil was on its way to
requesting refineries. The Reserve's total response was almost 21
million barrels of crude oil being made available to refiners
through loans and sales.

The Department of Energy's Los Alarnos National Laboratory (LANL) enhances global security
by ensuring the safety and reliability of the U.S. nuclear weapons stockpile; developing technical
solutioils to reduce the threat of weapons of mass destnlction; and solving problems related to
energy, environn~ent,i nfrastructure, healtl~a, nd national security. Site support services at the
Laboratory, iilcludiilg maintenance and repairs, are provided by the contractor KSL.
Maintenance and repair work perfomled by KSL are controlled by the requirements of LANL
Irnplementation Procedure IMP 300.2, Integrated Work Management for Work Activities. This
documellt establishes the LANL Integrated Work Management process for doing work in a
manner that protects people, the environment, property, and the security of the Nation.
