Use of Performance Based Incentives by the Office of Civilian Radioactive Waste Management

    The Office of Civilian Radioactive Waste Management
    Reduced (OCRWM) did not administer Bechtel's performance based
    incentives to maximize contractor performance. OCRWM
    paid certain incentive fees even though:
    • Additional time was needed by Bechtel to correct
    poor quality work;
    • Work scope was reduced due to poor contractor
    performance;
    • Delivered products were not acceptable to
    OCRWM; and,
