The Hydrocarbons and Geothermal Energy Office’s (HGEO’s) Office of Budget and Financial Management is responsible for the fiscally responsible development of HGEO budgetary fiscal guidance, financial planning, and execution, including management of allotments, financial and spend plans, internal controls, and certification of availability of funds. The Office of Budget and Financial Management provides leadership, guidance, and oversight in the development and implementation of sound financial policies, procedures, and controls to ensure financial resources are strategically allocated and utilized effectively. 

The Office of Budget and Financial Management supports HGEO’s goals through the following objective:

  • Strategically align, safeguard and optimize resources in support of the HGEO mission.

Key Functions

  • Works closely with program offices to develop budget requests that align with the strategic goals and priorities of the Administration, DOE, and HGEO 
  • Creates budget proposals, tracks requested and enacted amounts, prepares budget justifications, and defends budget requests 
  • Executes budgets, including forecasting and monitoring expenditures, implementing and tracking obligations, and ensuring compliance with applicable laws, regulations, and policies
  • Maintains a robust system of internal controls to safeguard assets, prevent fraud, waste, and abuse, and ensures the accuracy and reliability of financial information
