February 5, 2026The Hydrocarbons and Geothermal Energy Office gives notice of receipt of an Application, filed on February 2, 2026 by TEXAWATT, INC. dba TEXAS TEA FUELS & LUBES (TEXAWATT), requesting long-term authorization to export domestically produced liquefied natural gas (LNG) in an amount up to the equivalent of 51.75 billion cubic feet (Bcf) of natural gas per year. TEXAWATT requests authorization to export LNG to (1) any country with which the United States currently has, or in the future may enter into, a free trade agreement requiring national treatment for trade in natural gas (FTA Nations) and (2) any country with which the United States does not have a free trade agreement requiring national treatment for trade in natural gas, that currently has or in the future develops the capacity to import LNG, and with which trade is not prohibited by United States law or policy (Non-FTA Nations). The authorization is requested through December 31, 2050. TEXAWATT plans to transport the LNG in approved International Organization for Standardization (ISO) containers transported by barge from the Port Everglades, Florida, the Port of Miami, Florida, and/or the Port of Galveston, Texas, to St. Lucia and other islands in the Caribbean, and countries in Central and South America. TEXAWATT requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
