An ALJ determined that Global Insulated Doors manufactured and distributed in commerce basic models of doors for walk-in coolers and freezers for at least 365 days; the basic models are subject to the energy conservation standards at 10 C.F.R. § 431.306; and before distributing the basic models in commerce, Global Insulated Doors knowingly failed to submit to DOE a report certifying that each of the basic models complies with those energy conservation standards. The ALJ held that Global Insulated Doors knowingly violated 10 C.F.R. § 429.102(a)(1) and recommended that DOE assess Global Insulated Doors a $137,696 civil penalty.
