DOE ordered The Delfield Company (Delfield) to pay a $20,000 civil penalty after finding Delfield had failed to certify that certain models of commercial refrigeration and freezer equipment comply with the applicable energy conservation standards. 

DOE regulations require a manufacturer (which includes importers) to submit reports certifying that each basic model of its products have been tested and meet the applicable standards.
