DOE ordered Changsha Tianbi Trading Company (“Changsha”) to pay a $25,000 civil penalty after finding Changsha had failed to certify that certain models of showerheads comply with the applicable water conservation standard[s]. The Order adopted a Settlement Agreement, which reflected settlement terms between DOE and Changsha.
