April 16, 2025The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application, filed on April 14, 2025 by Targray Industries Inc. (Targray), requesting long-term authorization to export domestically produced renewable natural gas as renewable liquefied natural gas (Renewable LNG) in an amount up to the equivalent of 51.75 billion cubic feet (Bcf) of natural gas per year. Targray requests authorization to export LNG to (1) any country with which the United States currently has, or in the future may enter into, a free trade agreement requiring national treatment for trade in natural gas (FTA Nations) and (2) any country with which the United States does not have a free trade agreement requiring national treatment for trade in natural gas, that currently has or in the future develops the capacity to import LNG, and with which trade is not prohibited by United States law or policy (Non-FTA Nations). The authorization is requested through December 31, 2050. Targray plans to transport the Renewable LNG on ocean-going vessels or in approved International Organization for Standardization (ISO) containers where the ISO containers will be loaded onto vessels from existing liquefaction facilities to ports for delivery to markets in FTA and non-FTA countries. Targray requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
