The Office of Fossil Energy and Carbon Management gives notice of receipt of an application, filed on March 10, 2023, by Gulfstream LNG Development, LLC (Gulfstream LNG), requesting long-term multi-contract authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 237.5 billion cubic feet (Bcf) of natural gas per year to Free Trade Agreement (FTA) countries, and to Non-Free Trade Agreement (NFTA) countries.  Gulfstream LNG proposes to export LNG from its proposed export project, Gulfstream LNG Project, to be located in Plaquemines Parish, Louisiana, to any country that has, or in the future will have, the capacity to import LNG via ocean-going carrier, with which the United States has, or in the future enters into, an FTA requiring national treatment for trade in natural gas, and/or NFTA countries, with which trade is not prohibited by U.S. law or policies.  Authorization is requested for a term extending through December 31, 2050.  Gulfstream LNG requests this authorization on its own behalf and as agent for other parties that hold title to the LNG at the time of export.  A Federal Register Notice will be issued for the NFTA portion of this application.
