Andalusian Energy, LLC - FE Dkt. No. - 20-73-CNG

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice (Notice) of receipt of an application (Application), filed on July 1, 2020, by Andalusian Energy, LLC (Andalusian Energy).  The Application requests long-term, multi-contract authorization to export domestically produced compressed natural gas up to the equivalent of 51.14 billion cubic feet of natural gas per year to Free Trade Agreement (FTA) countries. The authorization is requested for a 25-year period, commencing on the earlier of the date of first commercial export or five years from the issuance of the authorization sought, from a proposed CNG compression and container loading facility (The Facility) in the Port of Brownsville, Texas.  Andalusian Energy proposes to export CNG from to any country that has, or in the future will have, the capacity to import CNG via ISO containers on ocean-going carriers, with which the United States has, or in the future enters into, an FTA requiring national treatment for trade in natural gas, and with which trade is not prohibited by United States law or policy.  Andalusian Energy requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
