Brandon Middleton is Chief Counsel for the EMCBC Office of Chief Counsel (OCC), which provides legal services for the EMCBC, EMCBC client sites, and at Office of Legacy Management Field locations. OCC also provides legal services at EM-Los Alamos, Carlsbad Field Office, and the Portsmouth/Paducah Project Office. OCC legal support includes assistance in anticipation of, and preparation for, site closures; environmental law and compliance issues; federal procurement and contract law issues; personnel and employment law; ethics; Equal Employment Opportunity; Freedom of Information Act and Privacy Act; property law matters; appropriations; general law; and, litigation. OCC legal advice is provided in coordination with the Department's Office of General Counsel.
Before working at DOE, Mr. Middleton worked at the Department of the Interior, where he advised agency clients on Bureau of Reclamation and Indian water rights matters. He has also worked at the Department of Justice’s Environment and Natural Resources Division, representing federal agencies in regulatory and enforcement cases. He obtained his undergraduate degree from Saint Louis University in 2004 and law degree from The Ohio State University Moritz College of Law in 2007. He lives in Cincinnati with his wife and five children.
