The purpose of this technical standard is to clarify the requirements and provide guidance for conducting hazard analyses and preparing HARs and NEOs and associated activities. It is intended to supplement the guidance contained in DOE Guide 452.2A-1A, "Implementation Guide for DOE Order 452.2A, Safety of Nuclear Explosives Operations." Replaced by DOE-NA-3016-2006.
