Description/Duties:

  • Serves as Technical Project Officer for wind energy technologies involving research, development, demonstration, and deployment.
  • Oversees financial assistance (FA) awards and ensures that projects proceed in a manner consistent with approved DOE objectives, costs, and schedules.
  • Provides technical expertise and assistance to the contracting officer (CO) and program officials and is responsible for anticipating, identifying, and resolving problems that arise in assigned projects.
  • Helps write and administer funding opportunity announcements, public requests for information, and notices of intent, including CO and legal review and concurrence, the facilitation of independent reviews, and general support to the assigned manager in the overall execution of the process.
  • Prepares pre-award documents for issuance of FA agreements and contracts while providing technical guidance and information resources to FA recipients.
  • Reviews financial and technical FA contract quarterly reports and monitors progress, spending, and achievement of milestones.
  • Advises DOE-WETO program management to identify technological opportunities for DOE- and industry-supported research and development.

Knowledge, Skills, Abilities Required to Perform the Work/Specialized Experience:

  • Knowledge and understanding of the federal FA life cycle, including planning, execution, monitoring, and closeout. 
  • Familiarity with Active Project Management (APM) principles is desired.
