The Federal Energy Management Program (FEMP) helps agencies implement utility energy service contract (UESC) projects through the sharing and configuration of best practices from the work of agency teams on actual projects, into resources, training, and technical assistance.

The following process for procuring a UESC evolved through the integration of actual project samples and successful acquisition strategies into five phases. The process framework is intended to guide an agency's efforts with the full knowledge that each agency team must design their precise acquisition to obtain the essential project outcomes for each specific project.

Each phase is divided into a series of steps. By following the process and adapting the available templates, agencies may efficiently implement high-quality UESC projects that are cost effective, meet the technical objectives and priorities of the agency, and are in the best interests of the federal government.
