The Federal Energy Management Program (FEMP) helps agencies implement utility energy service contract (UESC) projects.

FEMP’s process for procuring a UESC is comprised of five phases. Each phase is divided into a series of steps. By following FEMP's UESC process, agencies can efficiently implement high-quality UESC projects that are technically excellent, legally sound, and cost-effective for the federal government.
