This report provides the results of an inspection of environment, safety, and health and emergency management programs at the U.S. Department of Energy's (DOE) East Tennessee Technology Park (ETTP). The inspection was performed in April and May 2003 by the DOE Office of Independent Oversight and Performance Assurance. This volume discusses the results of the review of the ETTP environment, safety, and health programs. The results of the review of the ETTP emergency management program are discussed in Volume II of this report, and the combined results are discussed in a separate summary report.
