This report provides a summary of observations and insights obtained during independent oversight inspections of environment, safety and health programs conducted at five Department of Energy (DOE) sites in calendar year 2003. The inspections were performed by the DOE Office of Independent Oversight and Performance Assurance’s Office of Environment, Safety and Health Evaluations, within the Office of Security and Safety Performance Assurance.
