Scott Milliren is the Director of the Office of Clean Energy Demonstrations (OCED) within the U.S. Department of Energy’s Office of Critical Minerals and Energy Innovation (CMEI). In this role, he oversees a multi-billion-dollar portfolio dedicated to advancing the commercial deployment and scaling of innovative energy, materials, and industrial manufacturing technologies. His leadership supports CMEI’s mission to secure stable domestic supply chains, strengthen American manufacturing, and steward federal resources to provide affordable, reliable, and secure energy for the nation.
Before joining OCED, Milliren served as a senior advisor at the U.S. Nuclear Regulatory Commission, where he provided strategic guidance on organizational transformation and team development, implementing executive orders aimed at modernizing the commission.
Milliren’s career spans more than three decades in the oil and gas services industry, working in both public and private sectors across all segments of energy production, including drilling, equipment manufacturing, production, and completion. He held senior executive positions in land and offshore operations, operations support, and international marketing. In private endeavors, he has successfully led and built startup businesses, most notably as founder of Ranger Energy Services (NYSE: RNGR), and has experience designing and launching capital-intensive infrastructure and service ventures, and scaling operations platforms from pilot stages to commercial viability.
His experience managing high-value capital assets, integrating complex technical solutions, and navigating commercial markets, enables him to effectively de-risk and scale first-of-a-kind energy demonstration projects for the Department of Energy.
A combat veteran, Milliren served on active duty as a Field Artillery officer in the United States Army, attaining the rank of Major. He is Ranger, Airborne, and Air Assault qualified, and was awarded the Bronze Star for his service as Fire Support Officer for a Division Cavalry squadron during Operation Desert Shield and Desert Storm.
Milliren earned a bachelor of science degree from the United States Military Academy at West Point and a master’s degree in business administration from Pepperdine University’s Graziadio Business School.
