Hugh Chen

Yu-Han (Hugh) Chen was the Director of Program Analysis and Evaluation (PA&E) within the Office of the Chief Financial Officer (CFO) at the Department of Energy (DOE).  Prior to his appointment as Director, Hugh was the Acting Director and Deputy Director of PA&E.  He was also the Department’s Performance Improvement Officer (PIO).  As Director, he led an office that provided support to senior leadership on DOE goals, performance, and long-term investments through independent analysis of DOE’s portfolio of programs, including clean energy, national security, and basic research.

Prior to DOE, Hugh spent five years in the Pentagon as a Senior Operations Research Analyst with the Cost Assessment and Program Evaluation (CAPE) group in the Office of the Secretary of Defense (OSD).  His work focused on intelligence operations and capabilities in Iraq and Afghanistan to support DOD investment decisions. 

In 2004, Hugh was an American Association for the Advancement of Science (AAAS) Fellow in the Defense Department. 

Prior to entering government, Hugh was a post-doc at MIT, where he received his PhD in Climate Physics and Chemistry in 2003.  His work focused on estimating the sources and sinks of greenhouse gases such as carbon dioxide and methane.  He has a BS in Chemistry from Stanford University (1995).
