DOE's Annual Performance Report (APR) outlines the Department’s performance in fiscal year 2009 against the goals that were set in the President’s fiscal year 2009 budget. The performance measures discussed in this report were outlined in the Department’s congressional budget justifications and carried through the actual execution of the budget during the fiscal year. Because these measures were created before final congressional allocations, in some cases the actual appropriation levels did not match the Department’s request and may have affected a program’s ability to meet its planned performance level. Performance information is also presented for projects funded by the American Recovery and Reinvestment Act of 2009.
