  • The Small Business Innovations Research (SBIR) and Small Business Technology Transfer (STTR) programs are research and development initiatives across the federal government specifically targeting small businesses. Businesses that win SBIR or STTR awards keep the rights to any technology developed and are encouraged to commercialize it. TTO, through broader Department of Energy efforts, supports SBIR/STTR to increase commercialization of technology developed through DOE-supported research and development, stimulate innovation in the private sector, and improve the return on investment from federally funded research.
  • In addition to DOE funding opportunities, there are a variety of statelocal, and federal incentives, including tax credits, listed on the Alternative Fuels Data Center that support the use of alternative fuel vehicles and infrastructure.

DOE Transportation Technologies Office (TTO) Notice of Funding Opportunity (NOFO) Information Session Series

The U.S. Department of Energy Transportation Technologies Office (TTO) Information Session Series provides recorded videos explaining TTO’s Notice of Funding Opportunity (NOFO) process and application components. The purpose of these videos is to help potential applicants understand the TTO NOFO process and requirements as well as how to properly submit the required NOFO components.

Potential funding opportunity applicants can learn more about the EERE funding application process at How Do I Apply for CMEI Funding? Additionally, applicants can review the TTO Information Session Series from 2023-2024, which provides recorded videos explaining TTO’s competitive funding opportunity process. 

As of October 2024, the funding opportunity process previously known as a Funding Opportunity Announcement (FOA) has changed to a Notice of Funding Opportunity (NOFO) format so some references in the series may be out of date. However, much of the content is still relevant to help potential applicants understand the VTO funding opportunity process and requirements

Session 1: Basics of a Vehicle Technologies Office (VTO) Notice of Funding Opportunity (NOFO)

During Session 1, DOE staff provide an overview of the application process for a TTO Notice of Funding Opportunity (NOFO), including the concept paper and full application phases. Presenters also discuss the key content to read and review, specific language to pay close attention to, and the required components of a full application. 

Session 2: Preparing a NOFO Budget Justification and Other Application Components

During Session 2, DOE staff describe key information to know regarding funding application components that correspond to a project budget including SF 424, allowable project costs, Budget Justification, and Cost Share. The session also touches on basic information about a project team, letters of commitment, and project Statement of Project Objectives, or SOPO.

Session 3: Tips for a Strong NOFO Application

View the presentation and the recording. During Session 3, DOE staff describe what makes an application strong from a reviewer’s perspective including example application components. This session primarily identifies application strengths and weaknesses based upon TTO’s Technology Integration Program’s technical review criteria. The session also provides tips for how to develop an application budget justification with examples. These insights may be relevant to other DOE funding opportunities as well.
