This EIS evaluates the environmental impacts of DOE’s Bonneville Power Administration's proposal to construct, operate, and maintain a single-circuit, 115-kilovolt (kV) transmission line and a 138/115-kV substation (collectively referred to as the Hooper Springs Project). The new substation would be located adjacent to PacifiCorp's existing 345/138-kV Threemile Knoll Substation, located near the City of Soda Springs in Caribou County, Idaho.
