What is the purpose of this FAL?
The purpose of this FAL/OTL is to provide information and guidance regarding DOE’s implementation of the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026, Division B (Energy and Water Development and Related Agencies Appropriations Act, 2026), Title III and Title V of Pub. L. No. 119-74; and Consolidated Appropriations Act, 2026, Division E (Financial Services and General Government Appropriations Act, 2026), Title VII of Pub. L. No. 11975 (hereinafter collectively referred to as the “2026 Consolidated Appropriations Act”). The Congressional Notification requirements of Pub. L. No. 119-74, Division B, Title III, Sections 301(b) and 301(c) will be addressed in a separate Acquisition Letter/Financial Assistance Letter/Other Transaction Letter (AL/FAL/OTL).
