
Acting Deputy Director
Alissa Baker is a federal program manager with extensive experience in transmission planning, budget execution, and interagency coordination. She currently serves as Acting Deputy Director of the Transmission Division in the Grid Deployment Office, overseeing the transmission planning, commercial facilitation, and external outreach & strategic initiatives teams.
Having provided more than a decade of public service, Alissa has managed extensive R&D portfolios at the National Labs, overseen federal infrastructure investments, and led technical and policy-focused teams. She holds a master’s degrees in energy engineering and is based out of the Pacific Northwest.
