The National Nuclear Security Administration (NNSA), a semi-autonomous agency within the U.S. Department of Energy (DOE), is proposing new construction at Los Alamos National Laboratory (LANL). This floodplain assessment evaluates potential impacts to floodplain values and functions from implementation of the proposed project, identifies alternatives to the proposed project, and allows for meaningful public comment.
The Electrical Power Capacity Upgrade (EPCU) Project would provide a permanent electrical upgrade for LANL, including poles with guy and anchor wires for overhead power lines, underground duct banks, and electrical substation and switchgear upgrades. The proposed project would cross through DOE lands managed by LANL, Santa Fe National Forest, and the Bureau of Land Management. This assessment focuses on activities proposed to occur in or near the LANL 100-year floodplains.

The comment period closes on August 7, 2025. After the close of the public comment period, DOE/NNSA will reevaluate the practicability of alternatives to the proposed floodplain action mitigating measures, taking into account all substantive comments received during the public comment period. DOE/NNSA shall endeavor to allow at least 15 calendar days of public review before implementing a proposed floodplain action.
