Duties/Description:
This position is in the Engagement division within the Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM). The Engagement division supports research, development, demonstration, and deployment (RDD&D) of carbon management technologies through engagement with key partners within the U.S. and globally. Scaling up technologies within the carbon management RDD&D program portfolio requires effective domestic and international engagement. FECM accomplishes this work through strategic partnerships with other governments, research organizations, bilateral and multilateral stakeholder efforts and through technical support and capacity building assistance. FECM works with various stakeholders to build a foundation for expeditiously administering several new investments, leveraging existing programs and developing new relationships with stakeholder networks and communities.
The incumbent in this position will:
- Provide coordination for engagements with governments, organizations, academia, and industry. Manage bilateral and multilateral technical collaboration with other countries as needed. Assist in managing and facilitating partnerships and outreach to the private sector and public sectors in carbon management. Assist in coordinating with multilateral organizations focused on FECM equities.
- Engage with government officials and technical experts from research institutes, academia, and industry to facilitate collaboration in the field of carbon management in Asia, Europe, and other countries as needed.
- Assist in developing plans and executing carbon management projects, and assist in leading technical delegations to Asia, Europe, and other countries as needed.
- Assist in engagements regarding cooperation and capacity building and exchange of best practices and lessons learned related to carbon management.
- Track and analyze energy and carbon management topics, and assist in preparing background papers, briefings, talking points, and presentations.
Knowledge, skills, and abilities associated with this position:
- Knowledge of carbon management technologies and FECM RDD&D programs.
- Knowledge of pertinent domestic and international laws, regulations, and policies that affect carbon management.
- Knowledge of international relations, diplomatic practice, and international protocols pertinent to collaboration on carbon management policies and technologies.
- Skill in building partnerships and conducting domestic and international stakeholder engagement.
- Ability to prepare clear and concise analysis using multiple types of information, with short deadlines.
- Ability to acquire and maintain Q clearance and SCI clearance is required.
