DOE ordered KwiKool to pay a $40,000 civil penalty after finding KwiKool had failed to certify that certain models of commercial HVAC equipment comply with the applicable energy conservation standards.
DOE regulations require a manufacturer (which includes importers) to submit reports certifying that each basic model of its products have been tested and meet the applicable standards.
