Over the last decade, national investments in advanced manufacturing and decarbonization have grown significantly. DOE is investing more than ever in a decarbonized and competitive industrial sector and a domestic clean energy manufacturing base. As a result, the strategic planning, RD&D, workforce development, and technical assistance activities under the Advanced Manufacturing Office (AMO) also expanded to support two critical missions: one focused on increasing domestic manufacturing competitiveness, supporting critical minerals & materials supply chains, and advancing clean energy manufacturing technologies, and another on decreasing industrial greenhouse gas emissions.
In recognition of the national urgency of both missions, the Energy Efficiency & Renewable Energy Office (EERE) saw the need to give each a dedicated office. These new offices will allow EERE to remain nimble and transparent as well as focused on both missions. As such, on October 9, 2022, EERE’s manufacturing activities will be organized within the Advanced Manufacturing and Materials Technologies Office (AMMTO) and the Industrial Technologies Office (ITO). AMMTO will focus on accelerating innovation in the manufacturing sector and supporting a domestic clean energy technology manufacturing economy. ITO will focus on reducing industrial greenhouse gas emissions and increasing industrial resource efficiency.
This restructuring will help DOE remain flexible, responsive, and transparent across the broad mission space of advanced manufacturing and position EERE for future opportunities in both critical mission spaces.

For the past ten years, the Advanced Manufacturing Office (AMO) has supported two critical missions: one focused on increasing domestic manufacturing competitiveness and advancing clean energy manufacturing technologies, and the other focused on industrial efficiency and greenhouse gas emission reductions.
During this time AMO has grown, and both missions have become even more important. The restructuring will enable EERE to give each mission the attention needed.
AMMTO and ITO work closely with each other and with other DOE industrial and manufacturing technology offices to advance U.S. manufacturing competitiveness and decrease industrial emissions:
- The Advanced Materials and Manufacturing Technologies Office (AMMTO) will focus on Research Development & Demonstration (RD&D), technical assistance (TA), and workforce development for energy-related materials and manufacturing technologies to drive U.S. economic competitiveness and a net zero emission economy by 2050.
- The Industrial Technologies Office (ITO) will focus on RD&D, TA, and workforce development for technologies that support energy efficiency, electrification and the transition to low carbon fuels and feedstocks in the industrial sector.
- The Office of Manufacturing and Energy Supply Chains (MESC) is responsible for strengthening and securing manufacturing and energy supply chains needed to modernize the nation’s energy infrastructure and support a clean and equitable energy transition.
- The Office of Clean Energy Demonstration (OCED) is responsible for delivering clean energy demonstration projects at scale in partnership with the private sector to accelerate deployment, market adoption, and the equitable transition to a decarbonized energy system.
In addition, AMMTO and ITO work with all of the DOE applied and basic research technology offices to support specific manufacturing and industrial technologies from lab to market.

AMMTO and ITO remain within the Energy Efficiency & Renewable Efficiency Office (EERE) and continue to use EERE channels for new funding solicitations, such as EERE Exchange or through our announcements.
AMMTO and ITO continue to award funding through the mechanisms traditionally used by AMO. This includes through funding opportunity announcements, prizes, lab calls, as well as through institutes, hubs, and demonstration facilities.
Each office will be holding their own workshops, and we are planning an annual merit review for spring 2023 that will cover both of these offices. Future workshops will inform stakeholders about future funding topics for each office, consistent with their mission.
Both offices support a wide array of technology readiness levels. AMMTO and ITO each have a broad portfolio of RD&D and technical assistance and workforce development, targeting their respective missions. Funding will be awarded on a competitive merit-review basis and informed by stakeholder input. Future funding opportunity announcements will contain detail about the technologies eligible for specific initiatives.
Yes, AMMTO and ITO both continue to support subscale or pilot scale demonstrations to address performance, cost, and durability issues of emerging technologies, when appropriate in specific funding opportunities.

A high priority in the restructuring will be to make sure that points of contact for industry and research stakeholders remain unchanged.
