PF2022-40 Verification and Validation Delays Prior to SAM Registration - Additional GSA Warning

DATE: September 12, 2022

SUBJECT: Verification and Validation Delays Prior to SAM Registration - Additional GSA Warning

TO: HCAs/Procurement Directors/Contracting Officers
FROM: Director, Contract and Financial Assistance Policy Division, Office of Policy, Office of Acquisition Management

SUMMARY: GSA/SAM.gov has issued the following warning to the entities registering in SAM.gov and/or requesting a Unique Entity Identifier (UEI). Due to the high demand of UEI requests and SAM registrations, entity legal business name and address validations are taking longer than expected to process.

Procurement and program offices should consider including the following language in all relevant contract solicitations, financial assistance funding opportunity announcements, sources sought notices and other public notices.

NOTE: Due to the high demand of UEI requests and SAM registrations, entity legal business name and address validations are taking longer than expected to process. Entities should start the UEI and SAM registration process as soon as possible. If entities have technical difficulties with the UEI validation or SAM registration process they should utilize the HELP feature on SAM.gov. SAM.gov will work entity service tickets in the order in which they are received and asks that entities not create multiple service tickets for the same request or technical issue. Additional entity validation resources can be found here: GSAFSD Tier 0 Knowledge Base - Validating your Entity.

See the attachment for additional information regarding the flexibilities available to Agencies to address the verification and validation delays when making awards and payments, this attachment was also provided in PF 2022-36 issued on July 7, 2022.
