Provide federal funding to Hornblower Energy, LLC to develop a hydrogen production and distribution facility onboard a barge at the San Francisco Waterfront that would be used for refueling hydrogen (H2) vessels with renewable hydrogen; a fuel cell on the barge would also recharge the batteries of diesel-electric hybrid vessels.
